I'm assuming you are talking about "night life." Adams Morgan in DC is kewl. There's a bunch of different bars and such, so you can have your pick of which one to go to since it's one street really. Georgetown in DC is ok if you're into the college crowd. DuPont Circle in DC is where MTV's real world was filmed. Baltimore is hella ghetto - too many homeless people, abandoned buildings, crime, etc. The National Harbor is nice. It's between DC, MD and VA (aka DMV). Lots of restaurants and bars on the water.
