How about this system as an alternative to the mandate forcing everyone to buy...

...health insurance? Instead of a mandate forcing everyone to get health insurance, I have an alternative. Health insurance will be optional, but anyone who chooses not to buy it will have to sign a waiver stating that they will not receive any medical care unless they can pay for it upfront. So if you get sick and you don't have insurance, you must first show proof of ability to pay for treatment, either a bank statement or a line of credit that is confirmed with the lender. If you can't, you are left on the street to die. That way, we don't infringe on anyone's "right" to go without health insurance, and at the same time taxpayers don't have to subsidize health care for irresponsible people.

Oh, and there would still be Medicaid for those who can't afford private insurance, so they are taken care of. This is more targeted towards people who can afford it but choose not to.
