I always find the last stage of the Tour to be extremely anti-climactic, with the yellow jersey leader sipping champagne on his bike and coming across in 40th place instead of actually racing.
My idea is for the final stage of the Tour to be an individual pursuit. Have the leader go out first, and each successive rider goes out according to the time that he's behind. Make them ride as individuals (don't allow peletons or team tactics) and the first across the finish line wins. This ensures that the final stage is meaningful, and is a lot more exciting than a time trial.
