How can god call himself all loving when he knows who goes to heaven and hell?

jeremiah 1:5 says god knows who we are, and everything we will be in our lives, meaning he knows our last decision at the final moments. also if god is all knowing he has to know where we go. people say god gave us free will but if god is all powerful he must be all knowing, and if hes all knowing then he stands on the side lines and lets us go to hell, which is like standing watching someone die from being burned to death. how is that loving
