How can I cause interference with a next-door neighbor's sound system or radio?

At this very moment, he's listening to "Just Dance" by Lady GaGa at like 400 decibels of volume, if not more... The loud bass sounds are getting annoying and I'm curious to see if there's a way I can stop the music indirectly. Please help!
