How can I convert a vcd to a dvd?

I have 18 vcds that I want to transfer to dvds. I know the quality won't be dvd but I just want them one one disc each. I have been trying for 2 days now. The closest I can get is using DVD Flick but the audio is out of sync w/ the video. I have tried a few other freeware programs but with no success. I am willing to purchase something I don't want to spend more than about $20-30. Any help would be appreciated
