How can I get old concrete off of a truck bed?

For Christmas I bought my boyfriend herculiner to redo his truck bed. I was looking in the bed of his truck today and noticed old dried concrete (quite a bit of it) from the previous owners. The bed has a worn out rhino liner in it from them also. I think the rhino liner was put in when the truck was first bought 14 years ago. Any tips would be greatly appreciated.

this has happened to my step-dad.....he went and had some industrial cement solvent put in the bed...it removed everything including a new liner he JUST had put on....i would say just do something like that and it should be fine...just be sure if you DO it to wash out the solvent before putting in the new Hercu-Liner
