How can I have menues when I put DIVX on a DVD?

If I put DIVX, can I do better than putting the files directly on the DVD?
Can I have menus like a normal video DVD?

Europe - PAL
Only clean and relatively free software

if you write as DVD-Video option in Nero, you can have menu.

for dvd menu with divx
