how can i make my 2wd 98' chevy truck louder and stronger?

i have a glasspack for the exhaust, i'm thinking about making a straightpipe off the end of it to quiet it down a little to make it so i don't get pulled over. stronger??? i'm dumbfounded on that one the only thing i can think of is to get a 4wd haha. plus i don't want to spend a whole lot of money on this project yet because the body is starting to go.
 
Put a pipe on it to the back and put a pencil tip on the pipe to tame the rap a bit. Loud won't make it strong. Tune it up.
 
Make it stronger by putting a Ford or Dodge between the tires. You want to make it louder and quieter at the same time and make it stronger but don`t want to spend any money. It just ain`t gonna happen
