How can i restrict the number of sites my Internet Explorer will go to?

The problem I have is that I am a supervisor in which all my employees have access to our computer. It is necessary that an incoming order screen remain open at all times but what is happening is that the employees will do some unsolicited surfing and so as not to get caught erase all the browser history. This erases the quick acces in the address bar as well and then all have to be typed back in which is tedious. I f anyone has a solution or advise it would be appreciated, threatening to fire has not worked.
