How can you get a Cannon Powershot to turn on again?

I had my Cannon Powershot a470 for years and I let my friend borrow it for the day. She left it out in the cold and now I can't turn it on. If it does go on for a brief moment the lens comes out then it turns off again. Is there a way to make it work again? And why would it do that?
