How can you tell if your mountain bike shocks are adjustable?

The forks have 'dials' on the top, but they might just be caps...


also, how do you lubricate your front suspension... it's a basic bike, i'm probably gonna get a new one, but until i do, how do i lubricate my shocks?
 
If it's a basic bike it wont have adjustable shocks. Some of the low end shocks will have a preload adjustment and it will be on the right side and will have a knob.
