How come at 18 i can buy cigarettes but i am not eligible for other smoker offers?

why is it that i can buy cigarettes now that im 18 but i cant sign up for special offers and other things on smoking websites until im a smoker of the age 21
im not asking about cancer or the harmful effects of smoking i already know that and f.y.i im talking about the camel website so yes they do want me to smoke im just asking why i cant sign up for some things for camel lon their website and how on the back of cigarette packs it says you can sign up as a smoker for speical offers and such if you are a smoker 21 years of age or older and im also not asking about my age

They really don't want you to smoke. Cigarette sellers have no problem selling you cigarettes because it's all about the money. These other places, they really don't want to encourage you smoking at such a young age. You may not think eighteen is young, but it is.
