How come the Theme's i download in Cydia aren't applying to my iphone?

I recently downloaded 2 Theme(Complete) apps from Cydia which are the Vista and Thereal360 but when i got to my winterboard and select the iphone does its normal restart but the apps aren't applying.

Same goes for some of the Theme(Sounds) i downloaded aren't applying.
As i stated above i already have winterboard and even though i'm ticking it it still doesn't apply.
 
You might need 'Winterboard'. Browse that app on cydia, then download and install it.

Open Winterboard - search the theme - tap the theme (make sure there is a tick next to it) - press the home button - wait for it to load up - done!
