How could this make my car blow up?

My boyfriend said there is something wrong with my car and if I put windshield wiper fluid in it, or use cruise control it will blow up.

When I turn on my car I have to wait until the panel lights go off before I start it, otherwise it won't start for a few hours.
 
We need WAY, WAY more information before any sort of answer can be attempted on your question...
Blow-up?? Huh?
