How do I build my dog's courage or bravery?

I have a doberman he is big and scary on sight. Also, he barks at unknown and if I say it's O.K. then he is fine with it. But I have had people jump at him and he will take off running because he is not confident or brave enough so please tell me how to build my dog's bravery or confidence level.
 
If he's not confident enough, is there the possibility that he might've been abused? Alot of times, if they have, they scared of anything. When he does something good like roll-over or sit, give him a treat and say what a good dog he is. He will appreciate it, trust me. You can also try to have him more around people so he can get used to it.
