He is my direct subordinate who I have been grooming to take over my job. We are not friends outside of work. He has not many friends in this country outside of work so I am one of his best friends here I gather. His father passed a few months back and now his mother died back in his country while we were at work just now. I had no idea what to say then or later when he called to confirm it. Lucky to have never lost someone close to me, but clueless now. Do I call him? When? What do I say? Do we meet? I'm worried about him and his mental health. He was super close with his mother. He hasn't even been right since his father died.

Yes it would be nice to visit him. Take him some food and offer to help him. Maybe you could check on his house for him while he is away if he lives close. Tell him you are very sorry for his loss and hope that you can be of help to him.
