How do I delete apps still waiting on my iPhone 3?

I've tried in settings I've tried turning of and on it says can't download, then gives me the option of cancel or retry and this repeats over and over.

Dude I use an iPod touch 4 and trust me i have faced the same problem if you were downloading the app through wifi then disconnect the connection and again re-connect it and if you were using cellular data just try taking the sim card out and put it back in again it will automatically disappear

Press and hold down on one app and they should start shaking with an X in the corner of the apps picture. You can delete them there.
