How do I express interest in another department even if I'm leaving the company?

I am resigning from Department A and am leaving the company I work for. I will be out of the country for a month but am interested in working in Department B when I come back. Should I verbally express this to the manager of Department B or give them a detailed letter of my interest in Department B? Department B has expressed interest in me and I know I would be a great candidate for Department B. I would not be interested in working in Department A again and will not come back to do so. Also, should I tell my manager in Department A about my interest as well or just simply let them know I am leaving the company?
