How do I get a visa for a cruise?

I am not sure for citizens who hold a columbian passport, but I know for citizens with a Us passport you get the visa upon entry. Check the cruise website or call the embassy for the countries and ask.

I am a legal resident of the United States with a Colombian passport. We are taking a cruise in May to Montego Bay, Jamaica; Grand Cayman, Cayman Islands; Cozumel, Mexico. How can I get all these visas and where do I go ?

Look up and contact the consulate for each country. Each country should have a web page for it's embassy and rules for visa application. If the Consulate is near you, you can apply for a visa in person. If not, (most are in New York or Washington DC,) you can download an application and mail it in along with your passport. If you are willing to pay a little more, you can go the easy route and hire a passport expediter service; they usually can handle all of your visas then mail your passport back to you.
