I just got a maltese puppy (9 weeks old) and I'm trying to puppy pad train him. The thing is when I catch him in his stance to just about to go, I'll immediately pick him up and put him on the training pad. But when he gets on the pad, he holds it in again! So the only time he really empties out his whole bladder is when he already has found the pad on his own, then of course there is no need to move him but that sometimes only happens once a day. Help please?
