how do I get permission in our city to do ghost tours hunts in our parks?

We want to start Ghost tours and Ghost Hunts where we live , where do we begin to get the okay to do so ? My son is a Ghost magnet...they talk to our family all the time. Any Idea's? Do we just walk around the cemetary is that more respectful ?
