How do I get rid of a stray cat?

My neighbors have a cat that roams free outside. It comes into my yard and pees all over my front steps. Now the steps and the inside of the mud room smell like cat urine. This is a horrible smell to try and get rid of. Any ideas on how to get the cat to stop peeing there and also to get rid of the smell?
