How do i get the white milky residue off my aguarium. What does a oto cat...

...eat. my beta fish wont eat.? I have a 10 gallon filtered tank with a male beta 3 neon tetras and I just bought an oto cat. I have a white milky redidue on the glass on my tank. Will the oto cat eat this? If not how do I get it off and keep it off? And what and how would I grow something for the oto cat to eat. I feed my beta the beta flakes that the petsmart worker gave me for the fish and she said the neons would eat it to. But I have never seen either of them eat. I would expect them to eat it right when the flakes are on the water but it doesn't happen. Its been a couple weeks and they're alive but are they hungry
 
i don't know what the milky stuff is but try to thoroughly clean the glass by wiping it with a sponge
anyways 2 things...

a) the Betta will fight and probably kill the tetras
b)the tetras need tropical flakes not Betta flakes!
c)your oto might eat spirulina wafers

just tips!
