How do I make my handheld scanner pick up locked out radio frequencies?

There are certain frequencies that my scanner skips over. Is there a way to make my scanner pick up these frequencies? I have an old Uniden handheld. I'm sorry but I don't recall the frequencies right off hand.
 
I recall older units, you were able to change the crystal to pickup different frequency.
