How do I properly paint my bike frame?

I want to spray paint my bike frame white, but I wanna be careful and perfect on this project. I spray painted my bike rims white and it came out awesome, but the paint was rough and it could be scraped off. I've seen bikes that have been recently sprayed and it feels pro. How can I spray it like smooth and shiny? I use white primer, then white gloss paint, then white clear coat. How long should I let all three paints dry?
