How do I reinstall Vista with external DVD drive?

I want to reinstall Vista onto my computer. I have the recovery cd that I need however, my cd/dvd drive does not work. I have an external dvd drive but when I try to use it to reinstall Vista it does not work.
How would I configure BIOS to boot from a USB device?
 
You will need to tell your BIOS to boot from the external DVD drive.
