How do I remove white polish marks from my car?

I've just bought a new car (new to me anyway) only it has white polish marks on the inside like some bad cleaners have come along and just smeared over the interior with polish. It's left white marks on the steering wheel, gear stick and even the radio. The surfaces are very sticky as well.

How do I remove it? Are we talking soapy water or is there any other trick I can try?
