how do i stop my dog from whining when he is in his crate?

he only spends time in the crate at night and when i take naps, and also when i leave. but he whines all the time in there, i put toys in there with him so he has something to do. but still he whines. oh and i also put my other dog in there as well, yes the crate is big enough for two.
ok like i said he has toys in there with him and another dog, his buddy. he is a min pin, and i have a bed in there with him.
i have tired Ignoring him it doesn't work not with him. i did not get him from a shelter. he is 7 months old.
i need more answers please.
 
If he's small then he's probably scared,the other thing would be if he's a border collie they don't like small places
 
if you got him from a shelter he may be afraid of being in a cage. or he just gets scared. you should try teaching him the word no when he wines and when he stops give him a treat. he will then see whining and being in the crate as positive instead of negitave. good luck
