How do I take the steering wheel off of a 1990 Acura Integra?

I tried unscrewing the screw behind the wheel which loosens up the horn button area, but the top of it still seems to be intact. I don't want to force things so I didn't take the chance of yanking it off... I believe I need to get under there but I just want to make sure first... Is this normal? is there a hidden bolt/screw somewhere? Should I go ahead and take off the cover?

if so... Once I get it off, what are the next steps to removing the steering wheel and reinstalling them?
