how do i tone up without losing weight?

im 16 yo male 5'7 133 lbs and my bmi is ~21

a lot of people think i look normal but when ever i look at my self i look kind of fat [only in the stomach]

so does any one know how i can tone up?
also im trying to avoid the gym be cause i have no extra $ for that so maybe some home exercises u would recommend.

ive been doing jump ropes for 15min every mon, wed, friday
