I suggest using sterile water and sterile pads to clean the eye AM and PM. You can save a lot of money vetting yourself; sometime ask the vet what you should keep on hand for a safety kit. You could call a vet supply and ask if they have a optic drop they recomend.

Use a damp rag and gently rub her eye to get rid of the blood. Repeat this daily. If you don't clean it well, she can get an infection. Make sure the dog and the cat are not near each other at all.
Good luck.

go to the spca.. or another vet.. an animal is in pain... if you can try to clean the eye with a clean cloth. and warm water dont use salvon or anything in the water or on the cloth other than water or a salin solution. Keep the cat in a quiet area. Darken room

No vet should refuse an animal in pain! If they want some money up front tell them you will pay $10 now and ask if they will accept the rest on CC or your pay day. Or ask a friend to help you ( loan you some money)
