How do I use port forwarding or proxy software to use bittorrent when I don't

have access to my router? I'm in university and staying in residency. While I can click on files and download them, when I use a p2p client, or my webcam with msn, it goes very slowly. Bittorrent tells me my ports are not open. Someone suggested I use port forwarding software or proxy software. I've been reading up and I think I might need a "tunneling proxy server" am I on the right track? Is there a good free one I can download?

(and of course, my firewall is off).
