How do two minors get charged with underage sex with a minor?

Ok, I know that its illegal for two minors to have sex with each other. But my question is... How do they get charged? If they have sex in a house and no one is there then they cant get charged right? Or is it that if the girl gets pregnant and then they arrest the guy after they find out?
also say the minors are both 14

If there's a pregnancy then obviously there is clear evidence that sex more than likely occurred.

A minor can be charged if the law does not define a minimum or maximum age of the "actor" or whoever is defined as the person other than the minor who is the subject of the statute.

Firstly, their needs to be proof beyond a reasonable doubt. If you are both 14 though, then you are probably not going to get charged with anything, unless perhaps the other person was mentally incompetent or something more serious.
