how do you burn a downloaded file onto a DVD-R?

i downloaded a video, and i bought DVD-R and after the incert the disk into the computer i click and drag the downloaded file onto the dvd and the computer opens up the hard drive and it says "please insert a wirtable disc" when a DVD-R is a writable disc. Please help! i have no idea what to do!
