If you want to make good wine you'll need to find a vineyard site which combines favorable climate (warm days, cool nights, without extremes) and soil composition.
For the soil test you will have to hire a competent geologist who knows which types of soils favor wine grapes.
Then, having found the right place, hire a vineyard manager who can help you setting up trellising and irrigation (if needed) and who is familiar with the local pests and mildew/rot problems in the area. He/she can also give good advice as to which grapes will favor your vineyard.
Good luck - that will cost 1 case of your wine when it's ready!
ps - if you want to end up with a million dollars in the wine biz, start with 10 million!
