How do you dodge the great tigers special move thing in punch out on the NES?

I can hit him alright when he does his other stuff but that move always kills me. What do I do to block it right.
That does not help with his special magic move thing he does though where he like dances around the ring though.
 
You wait for his jewel to blink. That's how you know he's going to punch. I thought everybody knew this.
