how do you get meet and greet passes to jonas brothers concert?

i'm going to the jonas brothers concert on july 8 at the target center and i tried to sign up to win meet and greet passes but the concert i'm going to wasn't available. does anyone know when it will be available and also how do i send an email to the jonas brothers for the passes. i have tried to win them on the radio but i can never get through.
