How do you put a background on an iTouch without jailbreaking it?

I am trying to set a background on my iTouch, but every time I set a wallpaper, it only shows up whenever the iPod is locked. Is there a way that I set the background wihtout jailbreaking my iPod?
(I don't know what generation it is, but I think it's 2nd generation, it's 8g memory, and I have the 4.0 software update.)
 
apple made it so taht the older versions of ipods(ipod 2g and iphone 3g) would not have all the features ios4 has. they want u to buy a new ipod. anyway i have ipod touch 2g and i jailbroke it. if u jailbreak it there is a thing u can get that lets u get the background wallpaper, multitasking.
