Is this rechargeable battery? Even they will die or lose their ability to recharge eventually after a certain number of uses, I would just throw it away/recycle it. I'm not aware of any way to fix them once they're old. Thats why they sell replacements for laptops, cell phones, etc- the batteries do not last forever.
If it is not rechargeable or you're not sure then just dispose of it. There's no way to recharge or add extra life to a disposable battery and accidentally trying to charge a disposable battery can make it explode/split open.

Only if it is a rechargeable. Then you need to drain it (some cameras etc. now have a discharge function built in for this purpose) and recharge it back to a full charge.
