...offense? I'm very curious how 30 states managed to turn this into a primary offense whereas you can simply be pulled over for not wearing one. Could this possibly the most victimless crime ever?
Maybe car insurance lobbies paid someone off?

It's not a victimless crime. Say you get in a car accident because someone's brakes fail. They rearend you. You're not belted. You're thrown from the vehicle and are killed.

1. You're dead - victim #1.
2. The person who hit you has to live with your death (you'd probably have survived if you'd worn your belt) - victim #2.
3. Your friends and family have lost you for good - victims #3 - ?

Seatbelt laws and helmet laws are designed to protect the safety and welfare of the population, just like speeding laws, signal laws, DUI laws, drug laws, and all the other laws that are inconvenient but necessary.
