how does the spare tire storage work on 2005 dodge caravan?

tring to replace the tire under the van, but can't get enough slack in cable to hook the tire. don't want to break anything and have spun the nut in the cargo area as far to the left as it will go
dont know how they got it off, was not at the shop when it was removed. wife says they put the van on a lift. should not have to pick the tire up off the ground to hook it.
 
well it should come down far enought so that one can drag the tire from under it and when your lifting it same way id try cranking it up and down again dont crank it all the way up without spare being on it wil cause it to stick and then it might not come down again but crank it up some and then whiole your cranking it down pull on cable same time
