How hard would it be to build a cheap little motorized buggy/bike for under $200?

SO I was thinking it would be cool to have a small vehicle that would be maybe a couple HP. I understand that this will be no walk in the park and will probably take me a year anyway but any help that could get me started on learning how to build stuff with an engine/motor would help. Also has anyone had any experiences with this?

PS: I could probably get welders and stuff, I have some tools myself.
 
Use electric motors, the transmission links will be much simpler and the construction time reduced
