I can't afford to go to the gym at the moment, and I'm pretty skinny so I want to gain a bit of muscle.
I eat the right foods - I've looked into it, that food is really important also.
But all I can afford at the moment are small handheld weights, and I'd like to build some arm muscle,
I'm 16.

What size weights should I buy? Thank you if you reply.

Go down to the sports store and have a try of the weights. Even better, I would recommend going down to the gym once - I'm pretty sure most gyms have a 1 free session deal or something along those lines - and go through the machines and weights and take notes on what you can and can't do. That way you will know for sure. If you say you are pretty skinny, I would start with lower handheld weights, such as 5 kg. But all of my suggestions will be based purely on guessing as I do not know what you look like or your strength. If you play your cards right, you might be able to get one of the gym staff to go with you to do a proper evaluation of your abilities. Even if its for a small fee, it will be worth it in the long run. But to answer your question, start low. You aren't going to gain a ton of muscle by destroying your arms on high weights. If 5 kg is too easy, move to 7.5 kg and so on.
