How is making this USB controller work again accomplished?

USB controller is Gamemon model FT2E92. Computer simply does not read the controller regardless of which USB port it is in. USB set-up has functioned flawlessly as-is for some time. Uninstalling from the Device Manager, plugging back in, and rebooting has no affect.
 
go to device manager
detelt the controller, ALL usb root hubs and all usb controllers

reboot

wait til windows stops refinding the usb stuff

reboot again, plug in controller, if it still fails, buy a new one
