how long does a MSG have to wait to become SGM?

i know of a SFC who made 1SG while in Iraq. he came back as 1SG. about 8mos later, he was a CSM. yep, he was given a command. i thought the wait time was at least 2years to become a SGM, war or not. i thought at least 18mos from SGM to CSM. please give
