How much is an additional T-Mobile line?

My aunt and her friend share a family plan with 1000 monthly minutes. I know that it only costs $10 for another line. But, I'm confused whether or not it's $10 monthly for the extra line, or if you just pay $10 to GET the line, and THEN a monthly bill..
HELP! :-/

Also, if you get T-Mobile unlimited texting, is it unlimited TO and FROM any server such as Verizon or Sprint??
