how much red wine to add to this recipe?

I am not using the red wine they recommend, i may use cheap red wine shiraz, my question is how much red wine to use, recipe didn't specify. Thanks :-)

recipe also says brown meat in hot oil. What does that means?

The red wine is suggested as an accompaniment, not an ingredient. If you want to add red wine to it, you certainly can. Use a dry red wine, not a sweet one, and I'd add no more than 1/4 cup of wine when you add the water.

Browning the meat in hot oil means that you heat up the oil, and then add the meat and cook it until the outside of the meat is brown. Only do a few pieces at a time, don't crowd the pot or skillet with the meat. I will usually also cook the onions in the hot oil until they are limp and transparent, as I find that this helps bring out their flavor. If you need more oil, add it, about a spoonful at a time.

I will usually add a small turnip to a beef stew.
