How to change the AC belt on a 1996 Mitsubishi Mirage S 1.4 L stick shift?

I have the new AC belt, but cant figure out how to put it on. On the upper most pulley there are two screws that easily turn and loosen (one down and up, one in and out), but I cant budge the upper pulley down to put the belt on, so maybe that is not the correct way to get the belt on the pulley.

Any help we would be wonderful -- its so hot out there.
 
The movable pulley may be one of the lower ones, where the belt goes around the alternator or power steering or it may have a movable idler pulley, the movable pulley may also have a tesioning screw which must be backed off to loosen the belts.
