How to cite(in text) a governmental agency website MLA style?

for example this -

United Nations. Dept. of Political Affairs. Report on Democratic Political Elections.

New York: United Nations, 1999. Web. 6 Dec. 2008.


It has no page so I don't know how to do in text citation. Am I supposed to do ("United states") or is there an alternative?
